There's tons of festivals going on in the summer, Summerfest is just one. Winter sucks unless you're into winter sports, and spring is just Winter Lite. Fall is beautiful with all the tree colors and the weather is usually gorgeous. I would consider fall to occur late September up to the end of October. Summer or fall. The entire town is a tourist attraction, there's so much to do! They have different festivals all year long, so just look it up online, they'll have a list. The summer is the best time to visit, because of all the waterparks. Minnesota, the state fair is amazing. I believe it's in August.
